RIOT? Why do some champs use Mana and others are manaless?

Anyone know Riots thought process when deciding whether to make a champ use mana or not. Some champs seem a little unbalanced at certain levels in the game as well as at certain levels of skill. Riven has no sustain but has crazy everything else. So you only need build to sustain while building to complement the gifts you have been given. This is an example and I know there are counters but why are lane bullies ok some times but not others? Many people (riot included) have said that Ren is a lane bully and most people will lose lane to him anyway. Kat gets banned in every ranked game I have played, if memory serves me. If she used mana but some was refunded with her cd on kills it seems like that would tame her without having to do a bunch of nerfs. Why does she use energy anyway is my main point. I was just curious. I don't read PBE boards and thought some others that read Riot direct post could shed some light.

How come no Marksman uses energy instead of mana? Why not an ammo system on abilities with low CD where their ult was "care package". It gives them a minor buff for a few seconds and refills all there ammo without returning to base. Is it taboo on a marksman while being par for the course on every other lane.

I was thinking one time that nothing Teemo does is magical. Why does he use mana? If he was truely the devil his power should be near limitless anyway. They nerfed him way to hard just for residing on the physical plane.

Manaless champs are designed to only be limited by their CDs.

Marksmen don't use energy because energy is intended for burst champions, which marksmen are not.

And LOL for Teemo.

Mana is used on champions that can front load all thier dmg, like LB. She can burst someone from 100-0 in 1.5 seconds, and do it again pretty soon after with her short CDs. However, if she tries to do it too many times, she'll be OOM and worthless.

Conversely, Riven gets All of her real dmg from Auto Attacks, due to her passive. Since all her power is dumped into her AA and AA are costless, mana doesn't make sense. Her abilitites aren't very strong on their own. Her stun is short and close range, her dashes are just a hair faster than walking with T2 boots.

If Riven were to get Mana, you would accutally see her skills become MORE powerful, to be on par with other abilites. Since she would also have to itemize for mana regen, which doesn't really exist on AD items, she wouldn't be a feast or famine, snowball champ. It would turn her into another top lane bruiser like the 50 others.
