Is the new client being sent out right now?

I just logged out and started league again (10/30/2016 8:40 EST) because I wanted to switch accounts. Now the launcher is saying "Updating Interface" for several gigabytes, but there's no new patch or mid patch updates. Is this part of the new client being sent to the launcher to make the client update quicker?

Same thing happened but I don't think so couLDR be a bug fix.
