Is the vocal minority an indicator for what not to do?

So I've been seriously thinking, the vocal minority tends to be noticed more than the majority opinion. I also notice that this vocal minority tend to be the same people that create complaint threads about the game and riot as a company. Does this mean that the true solution to riot's lack of community feedback (as some claim) is for riot to ignore the vocal players? I honestly think riot gains more information from one of those random in-client surveys then they ever will in a forum post.
