So is there any ideas going around at Riot about Medieval Twitch coming back?

I main and this is the one skin I don't own. has there been any talk about another event that could bring it back? Maybe even use like 3 gemstones to craft or something? I just love the new splash and having it right there when I'm choosing my skin is taunting me.

Extremely unlikely. It's classified as a Limited Edition skin, and Riot currently has no plans to re-release Limited Edition skins. Only the Legacy skins will make a return to the store now and then.
