The rotation of What's OP. Where do you come up with it?

A while ago it was Yas. Now it seems like it is Rengar's turn. I wonder where do people come up with it. I think both are strong champs but don't seem any worse than any other unless they are fed. Where do the ideas of what is or is not OP arise? I would think a truly OP champ would be one that is crazy whether fed OR NOT. If they can be shut down are they really that bad?

The community has always hated rengar (at least since his rework) and still hates yasuo. In general, the champions the community hates are the ones that are very unfun to play against and may have toxic kits, but despite what some claim, these champs aren't necessarily op.

The community doesn't really know what OP means. OP tends to be temporary, like post-rework Skarner and release Sated. Toxic/broken kits, like those on Yasuo and debatably Rengar, are always annoying unless the champ is gutted. The way their kits are designed, they cannot be fun to play against.
