if you NEED blue buff to play mid, you probably should be playing a different game.
This doesn't sound like a problem with the jungler.
If a good jungler smites his own blue, either the enemy team is threatening it, where securing blue is more important than giving it to the mid lane, or the mid laner does not deserve blue, in which the laner will go back to lane and likely keep doing the same thing that he was already doing. Otherwise, a good jungler will not smite his own blue.

Newsflash: buffs belong to the jungler. Shocking I know!
But if they're still taking buffs, it's because they might still need them or don't trust you not to lose it to the enemy.
That comment alone explains why a jungler would take the blue. (1.) you sound like you flame (2.) if you need blue that bad to where you would feed then your probably losing lane and cant go even (3.) you dont understand junglers need blue to sometimes (4.) you would feed off losing a buff that comes back in a couple min, aka a toxic player.

You see, it's funny because you called mid. Blue buff is in the jungle. As the jungler, I have the right to choose whether or not you get my blue buff because it's in MY jungle. If you're nice to me and you are playing well, of course I'll give you blue, but if you're being a huge fuckface and think that my buff belongs to you, I hope you enjoy leashing my blue to me.
Last time I checked, blue buff was in the jungle.
And last time I checked, it's not against the rules (and a bannable offense) that the jungler didn't give blue buff to the child who responded with "I'm now intentionally feeding" and felt like coming to the boards to cry tears about it.
