Ghostcrawler, one of the Rioters that joined in this year, was also a game designer of World of Warcraft, in which it was developed a meme that is "Ghostcrawler promised me a pony" where when he discussed about possibilities those became aknowledged to the community as "promises", and since most of those were just ideas or proposals some never were developed.

I don' t know the full story however, ther it was something around a player that wanted to swap the race of his character on WoW or something like that, so i don' t know why are referenced ponyes.

So it' s his birtday today ( or yesterday?) so i belive somebody promised him a "pony" of some sorts, let it can be everithing your wild imagination can fabric. and for joke' s sake.
