I need some context as to why you need to win, not just play, normal draft games in order to get back into ranked when you get locked out. It seems like Normal Draft is loaded with asshat players who love to sabotage teammates as much as they can.
That exact reason that they can simply sabotage games without trying and continue their negative behavior is why it requires wins. In order to win, they need to work with their teammates which in turn will hopefully help to correct some of their negative behavior.
Its to discourage getting ranked restricted again, i believe.
if you feed hard then people are likely to surrender so you could get through your restrictions faster by feeding/playing poorly which i expect they want to discourage.
Okay, so why not have it be "either win or participate in a game that lasts at least 35 minutes"?
