Someone in a game today told me that I'm supposed to "call" before I lock in a champion?

The unspoken rule of blind pick is that you call a position before locking in. If you called it first you are clear to lock. If it was ranked or draft, the person who told you that you need to call is wrong.
People are laboring under the misapprehension that blind pick is Draft Pick or ranked.
There is NO rule from RIOT stating that you need to call your role/lane in normals. This is a mistaken belief by a majority of the players. While you should make an effort to work with your team, and still play the game without throwing, they cannot dictate to you your champion, lane or role.
Blind pick is meant for you to pick and play whatever you want. Period. That's why ranked, draft, and team builder exist.
If you queue up for blind pick, which has no bans, no draft, nothing at all to prevent you from picking a champion and locking, and expect people to conform to a non-existent rule, you're gonna have a hard time.
If you pick it before someone calls it you clearly called it IMO. If you pick->they call-> you say you already picked that before they called it then it should be fine, sometimes you have to do this when new champs go weekly free. If they argue it just ignore them, they had a choice to go draft mode. The issue is 90% of the time people are going to do/say anything to try to get their way or fight their own team.
That said picking isn't locking you should never lock your champion until everyone is settled in, then you can decide if you feel you need to switch or not. Anyone that instalocks no matter if they called it 1st etc. is generally just a negative force on the team. They're usually the first to tell others what to pick when shit goes wrong and then act like they can't cause they already locked in. They knew what they were doing.
Even if you're picking Soraka and you think everyone obviously knows you're going support, you still call your lane. It's so no one is confused and assuming false.
Also, it's not a rule, but it's being polite by calling a lane before you lock.
Honestly, if you pick a champion or role without discussing it first, you're in the wrong.
It's a team game, it's important to at LEAST let your team know what you are planning.
That isn't to say you should do whatever the rest of your team says or that we should go against 'pick order' in draft mode... but even if you're first pick, it's important to DISCUSS what you're planning to do.
If its draft its a pick order. If its blind pick, call it
Call a lane probably. example: Locks in Zed "ok so you go support OK ____?" "ok" WIll most likely be a bad Zed support

not really fair that the people who load in the quickest get what they want low spec computers can't help it show some love
on another note blind pick is worse than team builder
