Where Do I report scripters?

Found someone scripting because the scripter popped a health potion while afk when he was low health. Yeh this guy foolisly went mid lane then stood afk. I and another teamate killed him and he popped a health pot but still kept auto attacking and standing still. This guy also consistantly landed skill shots across the entire game rarely missing.
