Its because people try using him as an AD carry, which he is garbage at. He should be going top lane where he isn't as garbage at.

I don't think i've seen Urgots win games in the last year or so.

They might win lane, they still lose the game.

Urgots just a high skillcap champion is all, his playstyle is very awkward and not easy to learn. He is slow, immobile, and squishy, plus silence makes him almost useless. You need to develop your gameplay around this first before you can get any good at him. If you do he becomes an ungodly machine of slaughter. Most people just dont want to take the time to learn him, plus his outdated model is just kinda rough to look at so I don't blame people for not sticking around. However disregarding Urgot as a bad champ is a huge mistake if you go against someone who has taken the time to learn him.

Urgot (poor spider) is actually a good adc. Once he gets enough mana to substain he can kill you in a instant just by spamming q.
