@Riot: What do you recommend we do when we encounter players who troll during champ select?

I'm honestly curious as to what approach you think we should employ. For example, I just was in a ranked lobby where the last pick said at the start of the lobby "mid or feed". When (predictably) another player picked mid ahead of them, they then proceeded to say they were going to pick Lee Sin and go mid as well and feed. They then proceeded to pick Lee Sin with revive and teleport summoner abilities.

Clearly, they were trying to draw a dodge. But how would you suggest players handle this? Is dodging lobbies officially endorsed by Riot to combat this situation? If so, can we get an option to report a player as the reason we are dodging? If dodging lobbies is not endorsed by Riot, then what exactly are we supposed to do? Generally, when players are this toxic to start the game, even if they end up not feeding, it becomes very difficult to win and can often be a waste of 20 minutes.

It's a pity people are so unwilling to dodge, the penalty for it is so small.

If you're willing to take the dodge penalty, there's no further punishment to doing so. It's up to you if you want to call their bluff. As you pointed out, they are almost always trying to get someone else to dodge for them.

If so, can we get an option to report a player as the reason we are dodging?

If you dodge a match because of something like this, you can report the player by opening a Support ticket here and giving them whatever information you have: https://support.riotgames.com/hc/requests/new
