Can we please have a better way to tell if somebody just DCed and is coming back or if they quit?

Im gonna off by saying that for me its still pretty early in the morning so im probably gonna word certain things badly.

1. at the start of the game, sometimes people just wont move or buy items for a bit. we currently have no way of knowing if they have loaded in but had to get up to do something fast during the loading screen or if they are still trying to load in. We should get some kind of way to tell the difference.
2. "A summoner has disconnected." Well there are multiple reasons this could have happened. They could have either lost connection (Lagged out) or they could have just went through the menu and clicked to exit the game(or alt tab and closed it out). We should be able to tell the difference between these so we know if we should hold on until the player returns. right now the only way to tell if they are trying to come back is to start a surrender vote, but we shouldnt have to do that just to check out if our dced player is coming back or not.
