I never understood the decision to not have new skins available as soon as the patch comes out. Like it makes no sense to wait a week into the patch to release the new skins. Just make all new skins available immediately for goodness sake, its basic logic. I've been so excited for these skins and its been over 2 weeks since I first saw them on the PBE. Just release them already Riot!!!!

Id assume its mostly making sure the backend is ready for the promotional stuff after it gets launched as well as making sure all the various media is ready to go out in sync as well.

I don't know why Ashe got the top skin, honestly she has way too many skins. Last year's Project line was fine because it was just for champs that hadn't received skins in years.
