Why can't we honor AFK players?

Alright, at first it may seem obvious. They were most likely trolls or ragequitters and don't deserve honors from their troll premades and so on. However, this last game I've had a Ziggs mid who carried us all game. He was friendly and cooperative and all, and would roam to help other lanes in winning as well. However, around 20 mins (while we were at their nexus turrets mind you) Ziggs' internet most likely went out, after which he couldn't reconnect. We did win the game thanks to the snowball, and the poor guy probably even lost LP due to AFKing. Worst thing is I can't even compensate it by honoring him.

Off topic but related: Why can we honor reported players but can't report honored players? (This doesn't serve any use to me, I was just curious)
