What's With Riot's Sale/Free Schedule?

Why do they put a champ on sale THEN put them on the free rotation? Why not put them on the free rotation and THEN put them on sale so players can actually feel that champ. Kindred is free now, but was on sale Mar 5th or 8th... something like that.

It's because the sale rotation and the free rotation aren't connected, or savvy to one another's schedule.
