Umm, there's a few reasons:

1. The dude probably trolled/went toxic in way less games than you did.

2. There's a chance he's getting chat restricted instead of suspensions/permabans unlike you.

3. This is his first game being a douchebag, so the reports isn't that strong to punish him yet.

So yea, juz saying these things imo whenever I see permabanned people posting crap like the title says.
