QoL change for Supports

Can you make Mastery and Runes-given GP10 start from the moment on you spawn instead of when minions spawn?
Maybe then some supports can buy one more potion at the start of the game, or something else.
It would make GP10 Runes and Masteries, and therefor the Utility Tree more popular.
I, personally, would get 61 more gold before minions spawn and could buy something nice from the gold ^^
So, please?
