Do People Not Know What Lag Is?

I'm not as lucky as most people to have perfect connection 100% of the time, but whenever I do lag (Which is semi-frequently), I'm usually forced to afk in the fountain, or behind a turret (or ultimately in the fountain after dying). Every single time I try to let my team know that I am lagging so that they won't try to rely on me, or make any choices that would require me to play as if I were not lagging. However, every single damn time I do so, my team always ends up saying something like "Report " and "___ ragequitted." Now I know some people rage when they lag, and I figure it's not something unreasonable to assume, except, I am almost never angry about lagging (since it happens frequently enough that I feel more apologetic than angry), nor do I give any indication that I am angry. I don't excessively complain or talk about how I am lagging aside from letting my team know that I am lagging and how bad it is, as sometimes it's impossible for me to type anything coherent in the chat box (yes I make a lot of mistakes while typing, sue me). I actually usually try to apologize for it (Although most people I've run into don't seem to understand what lag is, so perhaps it's pointless to do so). So why do people still say things like that? To me it seems as if they are belittling their own intelligence because they have no evidence of their claim aside from me not playing, for which I had already given my reason for as well. I can understand why they'd get mad over it, as it's essentially a free loss, but to downright push aside anything I've said and make a claim such as that is really aggravating. I don't know where someone could misunderstand the concept that "hey I'm lagging pretty badly" or "I'm gonna try restarting (or restating, depending how well I can type it out, but it shouldn't be that difficult to assume what happened if I leave the game) can equate to "I'm not really lagging at all, I'm just tilted" or "I know I said I was lagging really badly, but that's a lie and I can somehow still play the game, but I'm too angry to do so." (These aren't what people actually say, but it seems that is the general message I get with all the spam pings and allchat 'report afk' comments I see). Because honestly guys, why does it sound reasonable at all for something that's lagging badly to even be able to play the game at a efficient level? Things happen really fast in this game, so much so that most delays are highly detrimental. Most high level players I've seen cannot play with anything more than 70 ms and less than over 100 fps.

A couple notes I also want to point out are: -This is never in ranked, as I do play often enough for me to consider it most of the time. -I usually don't have any previous indicators of the lag (My first game of the day is usually a bot game because it's a free daily win, and it's quick enough for me to do if I can't play long, and almost always my previous games went smoothly). -While I'm on the topic of bad lag, I'm generally talking about a range of 600-4000 ms, and sometimes low frames, although that's usually not the problem. Do people never get lag past like 200 ms or something? Almost every single person I've told in my games that I'm lagging really badly has gone on with the assumption that I can somehow play (this is indicated with all the pings I get), or most people I've gotten who have said they are lagging have said it was somewhere in the 100-200 ms range (This is what I'd consider slight lag, as most people I've seen can still play with this).

Also why would you ever spam ping someone who is lagging? I've never seen anyone else's screen while they're lagging, but for me my entire screen is filled with colored rings and it makes it almost impossible to even press anything (I was trying to restart from a game in an instance, but I had to force shut down my computer instead because my team was spam pinging me, and all the circles caused my game to freeze in its entirety) and even when I'm only slightly lagging, it makes the problem worse. What I mean by colored rings is like so: I get little rings that extend all the way to the top left corner of my screen (my minimap is in the bottom right for me). I don't understand why but for some reason when I lag the circles from the pings extend out of my minimap and onto the rest of my screen, so I guess I would describe it as the circles from the pings you get on the minimap don't seem to stop at the end of the minimap, and keep going outwards onto the rest of the screen in a skipping motion.

I guess this was a bit of a rant, but I'd like to hear someone else's thoughts on the matter, as it seems most people don't seem to understand. I wish I was able to record part of my gameplay of me lagging so it would be easier to see what I'm talking about, but every time I've ever attempted to do so, I ended up just crashing and having to restart my computer.
