Riot would probably have to give us more info on Ryze to give us a fair judgment, but here's what I know about Quan Chi.

Capable in hand-to-hand combat (something Ryze lacks).
Able to use necromancy easily.
Thousands of years of combat experience.
Has been dead before, but has been resurrected as well.
Able to create portals to the Netherrealm with ease, as well as portals for other uses.
Somewhat reliant on Shinnok to utilize his full powers.
