Does his abilities costing health make sense or even compensate for him right now? His abilities don't feel very powerful to make it say "yeah this should kill you too".

Yes they do.
He is not a burst champion you have to constantly drain theyr HP, his W self heals onr eactivation and his 3d Q-AA is powerful, not to mention that his ult is max hp % damage.
