Can someone explain this to me?

After I played one of my promos, I checked the match stats on op.gg like I always do. And then I saw this:

Yes, the entire other team were all Silver, but that's beside the point. I'm just worried about the two other players who aren't even level 30 yet. I doubt they chose to play a ranked game, so why are they in my promo?

This brings up another startling point; a game can be a Normal Draft for one player, and a Ranked Draft for another in low ELOs.

This isn't a post saying "Dynamic queue sucks!" because I'm still fine with it. I'm just wondering if a) this isn't a bug, and b) there's a way to separate those who want to play normals from those who want to play ranked.

P.S.: Putting this in Miscellaneous because it's both "Gameplay" and "Report a Bug" style-esque.
