Undoubtedly, the thing that League has over Dota 2 is style. Dota 2 characters look alright, but they don't have character. League characters ARE characters. Like Zac and how he's this amorphous green blob and could potentially be frightening, but has a strong sense of justice that is almost as strong as his sense of humor. And who knew, he's actually friends with Twitch!

Or Jinx, that crazy girl who just wants to blow shit up. She's so bat shit insane that the sound of a toy monkey banging cylinders together is her lullaby and silence is her alarm clock. Not to mention the constant chase by fat hands Vi and hat lady Caitlyn.

Or Kindred. Probably my favorite characters in the game. The personification of death, but is gracious enough to offer you the choice. Will you accept death and be granted a swift passing, or will you cling desperately to life and flee, being chased down only to have your soul devoured in the end. And their personalities, so different and yet so perfect together. The calm one keeps the vicious one in check, but the vicious one always reminds the calm one of what must be done.

Dota 2 is mechanically a good game, but League has the better characters by far.

Because they don't tie themselves to tropes in order to make a good character for their game, they have a more diverse roster and much more strategic depth to team compositions.

This is pushed further by characters being mostly item-independent, as opposed to league where a single item makes or breaks a champion and so many characters are so restricted in their itemization and multiplying power factors that everyone involved gets heavily affected by its tweaks.

There's a give and take for both ends, and League chose the non-sustainable short-term profits route. New champions made basically to sell well will outclass older ones, making more than half the roster essentially irrelevant, requiring new itemization and champion updates constantly that warp the meta towards any updates/additions. Its an endless cycle that Riot doesn't want to pull themselves out of by balancing what's already in the game before they keep making huge changes and additions.
