Will be a MUST buy on any mage with DoT abilities including Annie's tibbers. I can see the following mages become stronger because of it; especially if they rush it early:

And for all of you freaking out...its 30 freakin AP more. It doesn't buff the full build it just makes 
a more reasonable buy without having to rush some damage first. I think Riot is headed in the right direction with most of the AP changes.

For example: I main but rarely build on her. Now I will every game.

I am not wrong; there is no "wrong", only opinions. I watched Rainman and other challengers playing over 50 games of Teemo since I use to play him a lot. It's not just the on-hit but the AS and the 20% CDR is huge, mainly for his Q to stop Nasus and the like.
