Give us the option to report in pregame lobby

Our last pick hovers Yasuo. Obviously, a teammate bans the champ because 9 people are going to pick before him and obviously take Yasuo since he is broken. Then instalocks Soraka top and says he is throwing on purpose. Why can we not report people that troll in the pregame lobby?
