Muting should be reworked.

I was in a game just now where some asshole just muted our whole team just for suggesting he uses Galio ult since there were 4 enemies at bot and we were gonna all group there to kill them all.

and then he just gave them the kill for no damn reason and proceeded to avoiding team fights, seriously, what's with people i league? I died SO MANY more times than necessary because Galio refused to help.
