FPS flucuates in a league game from like 600 to 2

So I have a good pc. Like a really good pc, it has gone up to 600 fps on league before. But instead of being constant, it is at 600 for like 5 or 10 seconds then goes down to 2 for like 2 seconds then back to 600. Anyone know why?

you can cap it so it wont try to go too hight i used to have it uncapped and would stay 120 then lag during teamfights now i have it hard capped at 60
