Are we seriously NOT taking anti-toxicity WAY too far? Like really, it's driven Riot to downright "bend the truth" to brainwash the masses.

Let's look at the statement for what it is:

Riot is assuming the players they punish are never toxic again. This is a damn lie. People that have been punished could have easily been toxic. Riot just didn't catch them.

Also, people that are toxic might just not play anymore, so Riot interprets "no behavior" as "good behavior."

Be an "honest and good anti-toxic player of League of Legends". But please don't stuff these absurd statistics down our throats.

That's referring directly to bans. Most people that get banned don't get banned again. That doesn't mean they're suddenly not toxic, it just means they tone it down enough to not get banned.

"Toxic players lose 23% more games" is a clever way of stating that "Players are 23% more toxic when they are losing".

All of the pre-game text is just random statistics. Don't take it at face value, they're just using colour to subconsciously alter your mentality before the game... it's simply psychology.
