If Skin Shards were exchangable, do you think people would sell the rare ones?
I just imagine how much people would sell certain skins for!

That's exactly what would happen, and it would be terrible. The forums would be filled with trading spam, you'd get constant friend requests from people trying to find out or get what you have, scammers would have a huge incentive for stealing accounts, and the prices themselves would be ridiculous.
This is Riot, not Valve.
Riot cares about people getting not getting 50 friend invites because you have that one ultimate skin shard that you don't want to trade/sell.
If that's the reason why shards will never be traded there is a simple fix.
Limit it to 4 times per day. Only allow people to trade who have been friends for 2 weeks at least. Make certain special shards un-tradable, such as hex-tech Annie or any special edition shards released in the future.
If you have similar boundaries in place that you do in the mystery gift shop this should never be an issue.
Can't undo the account stealing thing unless there are special questions asked every now and then. Such as "what's your favorite champion?" or "In your opinion, what item is the most broken?" and you can type the item name or champion name or use the special symbols.
