Garen wouldn't react. He is far more interested in his duty to Demacia and to his family. Katarina does interest him, but he finds her far more interesting as an opponent on the battlefield than a "partner" of that nature.
She does not believe in honor and integrity. She would gladly watch Demacia burn. No matter what physical interest there is between them, Garen would kill her if he had the chance. There are no summoners to force a truce between the two nations, and so there is no reason for Garen to hold his blade were she near.
