The Thunderlord's Decree bug doesn't matter
because everyone is putting 18 into the ferocity tree

not me. I have pages for most of the keystone mastery's. TF and Kassidain are monsters with thunderlord's. So yes, the bug does matter to those that want a variety of mastery pages and aren't simple minded.
it works wonder on 
too for bursting squishies
to me (on jungle Aatrox) the ferocity tree feels lackluster, Cunning gives me better results.
