I didn't climb my ass out of Bronze 5 to silver just to get matched with brand new players who go 0/15 in the first 8 minutes and who are on their way to bronze 5.. Please fix ur mmr system.

My name is Glowshtick from Riot Player Support. I apologize that you've been experiencing these kinds of match ups. I want to assure you that although we make changes to our matchmaking system, bad matchups can happen and I deeply apologize for the behavior of the problematic players. While I can't make any changes to the system, I do want to assure you that we do take the post-game reports incredibly seriously and this system should be used if you ever encounter Summoners that provide you with a non-optimal gaming experience. These reports can add up and result in an investigation/punishment for the player(s) in question, but it all starts with players that are affected making these reports.
With a variety of systems in place, we work hard in order to promote positive gameplay and to reform toxic players and to better their behavior. If you're finding yourself paired with toxic players, please report them at the end of the game. Doing so will help us identify and punish toxic players more efficiently.
