They nerfed the top tier AP items so that there was only "max AP" one. Why don't they do the same thing to AD items? I mean, we can only have one 120 AP item, yet there are allowed to be 4 of the 80 AD items, 2 of which are pretty much built on everyone. What's the difference?

AP is more bursty where AD is more sustain. They are completely different things with completely different styles that don't need to/shouldn't mirror each other.

The biggest thing is probably that IE was already set up the way the new DC is. The fact that it is the only 120 ap item is less important than the added 5% increase it is getting, so it makes the other items more about their passive and active abilities rather than how much raw AP they give being the most important part. IE has such a HUGE boost With the increased crit damage that it already has the bigger emphasis as the main AD boost item for builds that are hyper damage focused while the others are focused around their passives already.
