Google chrome (2nd+ window is unresponsive 100% of the time)

Does anyone know what would cause my Google chrome to only be interactive on the first window opened? If I already have a window open and another is created by either manually creating a new one, through a pop-up, or right clicking a link with create new window, the second one cannot be interacted with in any way. I can't even click on the page. If I press windows key after it is opened I can't click on the internet page to close the start menu like normally happens. I can't click on the toolbar to minimize, restore, or close. Any advice on fixing this?
