It is good Kat skin and not too expensive I might get it but it's legacy when is it available?

It's a Harrowing skin so most likely coming back during Halloween season.
Well you probably already know this, witch is why you are asking... but just in case you don't know. It is available in one of the bundles currently. But considering you most likely already knew that, then the answer would be... When riot reworks Kat they will probably bring the skin back like they did with the legacy Ryze skins last month.
