Give us a free dodge in ranked.
Ok now hear me out. i think i found a fairly balanced and unabusable way to make sure that people can not only be reported for their in-lobby actions, but can prevent a toxic game without fear of LP loss. Back in this thread http://boards.na.leagueoflegends.com/en/c/miscellaneous/xtvwIRBI-some-ideas-for-changes I touched upon an idea of one free ranked dodge a week capping at 3 dodges allowed. But i feel like fleshing that out
Basically it would work like this each summoner gets a free dodge a week capping at 3 if you build them but you can only use one (or two) a day. after you dodge you get a 30-60 second buffer. before you can play again
if a summoner uses his dodge he can then be asked why with a drop down the reason why. Now many things could be the reason but in my head the choices are
*[Report] Toxic player/Troll
*troll pick [no report sent]
*emergency
*other
now the one i want to focus on is the toxic/troll option.
click on that option and you get the names of all the people in your lobby, that you can then report before the game begins with a "select all that apply" box. and leave that Lobby. after that report is sent the other 3/2 player(s) (naturally we exclude the reported players, and as an added bonus a duo queue partner's imput has slightly less impact for the sake of avoiding Bias) before they leave the lobby. this will serve as a verification from other players. So now you've not only allowed horrible games to be more easily avoided, you've collectively helped to reduce the numbers of these trolls.
After each dodge the perpatrator is given a warning of their report. if they are the cause of 3 dodges a day, they get low priority queue.
What prevents abuse?

Limiting number of dodges means thinking about your dodge before you do it.

If you bully somebody into using their dodge, it will begin to show on your report, mind you you should be getting very few of these a week. if you get more than 5 or so, there's a problem with you. you shouldnt have to harass somebody into dodging because you got an undesirable whatever. it should be to their discresion, not yours. if you are the cause it will show.

while this does reveal both the chat and the champ selected by the player (assuming there is one) it's primary target is the player's chat, if a player doesnt communicate that will also count. But if a player is simply being toxic about it, a pattern will be shown. Mind you, since this also requires a vote. other team members can vouch for a Guy if he's wrongly accused.
Why do it?

Help stop tilts. Ever heard a team guy say "GG we have troll?" well that could be avoided, and the people responsible will get snared by the reporting system

Positive attitude = positive competitive play. which is crucial in a game about fun.

Because the system is so limited it means that a spike in reports is likely for good, valid reason and cause for player review.
