Why does the free chest for new players include Garen and maybe a Garen skin?

As great as Garen is, you can already get both him and a skin for him by following the Riot Games Twitter account. Why get new players to waste their essence? I think you should include Annie or Ryze over Garen. They're also 450 champions with cheap skins and I think they would work better than Garen would to help them learn the game through crafting.
