fps problems possible solution.

my fps says 60 in game but whenever i raise my volume with the hotkeys, it goes to my normal 120 thats always been like that since i left for another country and then back down after 3 seconds

is this a good reason to reinstall the game? is it the clients fault?

edit: went onto the pbe server and same thing. i ALWAYS had 120 constant. wtf happened. i didnt touch this laptop for a month straight and now its gone to hell.
