Do CDR items work with URF?

I cannot get home to play URF mode until tonight, so I wanted to know: Do CDR items work in addition to the new 80% base CDR?

If so, is it like this:

80% cdr + 40% cdr = .2 * .6 = 12% original cooldowns?
