People actually DO get better at the game over time
someone in champ select claimed i was boosted because i was bronze 3 at the end of season 5 and am currently plat 3.

Yeah, I was bronze 4 and now plat V, trying tonget at least plat 3 for now
The way I see it, you started playing ranked near the end of the Season, got unlucky durning placements and that's why you weren't able to progress much further. My story is similar, I started in Silver 5 and before my game knowledge was acceptable the Season 3 ended with me in Silver 1. In the first half of Season 4 I got to Platinum.
However when I see a guy who was Bronze/Silver for two or three whole seasons and suddenly got to Platinum, then the boost is obvious.
first season and i got placed bronze 1 right after hitting lv30 and spamming all my placements (played support so got carried) and i hit silver, got dropped from silver, got silver again, 2 times promos for silvers but both times failed, now im sitting at 0 lp silver v and never playing ranked for this season again to make sure i get the silver border
I was gold 5 last season and thought I'd stay around there.
