So,not to brag but I have a good PC. and that's oddly bad. if I am in lane with no enemy's around I get 400FPS but if something happens like a teamfight I drop to 200-300 FPS which ends up making my game look like its stuttering for a bit and can mess up how I play a bit. it only lasts for like 5 seconds but its a little annoying...
The human eye can only see around 70 FPS. How is it physically possible you notice change at framerate that high?

Yes you can, it's somewhere in the game settings. I have mine capped at 144 since i also have a high end rig and a 144hz monitor, shit is butter smooth.
