I have every other skin on my favorite rat, just wondering if Riot will ever make a way to get it again. Even if they rerelease it like with Championship Riven. I just wanna have the full collection.

It was part of the Refer-a-friend program and it is (as far as I know) considered a Legacy skin so it has a chance of coming back but I don't think it would be in the store since it was never made buyable.

I'm also uncertain if that also means the skin is available via Mystery Gifting/hextech.

actually it was part of the refer-a-friend. http://leagueoflegends.wikia.com/wiki/Twitch/SkinsTrivia it shouldn't be available currently in any way. they talked about possibly finding a way to rerelease the friend referral skins but we haven't heard much since it ended.

Whoops I really dislike using my phone when I come on these boards. Stupid auto correct.

It's not legacy, it's limited. Legacy skins are available through mystery gifts, loot boxes, and when the vault is open. Limited skins are no longer obtainable by any means.
