What do you need to run this on high?

Hello everyone. So I have a pretty good PC. I have 980Ti and a 4790k in it. And yet I can not run this on max. I can run almost any other game I have ever played on this PC on max. But after re installing this game to fix a bug, I put everything on max because It looked funny and I assumed that is what it was on before. But I have FPS lag now. I get PING lag a lot in this game. But I do not understand why I would be getting low FPS? like 20 FPS. That is really odd. All moments seem REALLY choppy. It makes it rather hard to focus on the game when they are not fluid. And I could just turn them down. But I do not get why I would have to. Can anyone tell me why this would happen on this game? It does not really seem like a graphical demanding game at all. Only game I can not run on max with no problem other than this is The Witcher 3. Hair FX op.
