I agree this could help a lot. Specially in low elo. Who knows how many games have been lost because of this, or those people who just buy a champ and right away take it to ranked. [zombie-brand-facepalm]

Riot needs to see whether or not a champion is balanced at release. They want to identify their winrates, damage, and general performance early on so in the following patch they can give some buffs or nerfs. Since ranked elo plat+ is the basis for their information, they WANT a playerbase for new champions in ranked to appropriately balance them. If they balance wrong then they can also fix their mistake sooner rather than later.

The only flaw with "riot should disable new champions" is that you can literally say "riot should disable first time players" with any champion. People first time stuff all the time but to the community it's only an outcry when its something new.
