Would it be possible to make it so champions could be bought during blind pick?

There have been times where I forget to buy a champion that I wanted to play. If it is possible to buy skins during champion select, could it be possible to buy champions during blind pick?

I know that it cannot be enabled during draft because that would enable the ability to dodge certain bans, even if that is a niche use.
