The problem at the moment is that they made all the other AD item too gold efficient and stackable like the long range shiv with normal shiv. I thing the item need more build path so it is more appealing personally I love the item especially because I can fight illaoi with it

item 3123 This item is situational. This helps combat champions that have high heal like DrMundo Fiddlesticks Swain Vladimir Warwick . Without Executioner's Calling the only options would be to have an AP build item 3165 or simply take summoner 14 . If you decided to be a full AD comp, you would be severely limited to just ignite. Personal I love having the option available, even if it isn't always viable.

Yes I know that, frankly I like the having the option to buy it as well but, even when the situation where it's needed arises no one bothers to buy it. I'd buy it myself, item 3123 Diana won't exactly do much. I could build Morello's but dropping these sustain champions to 40% hp is no easy task. Seriously, Riot should really tweak this item and it's buildpath so it becomes a bit more appealing. That way, when the situation comes up, people won't shy away from building in favour of their other high power items.
