What the hell is the point of the item if no one buys it?

The problem at the moment is that they made all the other AD item too gold efficient and stackable like the long range shiv with normal shiv. I thing the item need more build path so it is more appealing personally I love the item especially because I can fight illaoi with it
This item is situational. This helps combat champions that have high heal like 
. Without Executioner's Calling the only options would be to have an AP build 
or simply take 
. If you decided to be a full AD comp, you would be severely limited to just ignite. Personal I love having the option available, even if it isn't always viable.
