I have a quick question for a Riot balance team member

Why is Annie allowed to have an instant stun but Veigar isn't?

I'm not saying Annie should lose hers are that Veigar should have kept his. I'm just asking what the difference is. Annie's is even easier to hit than Veigar's in my opinion.
