What are 'lecagcy content'skins?
Yeah..thats kinda it. I got a festival 
skin and it says it tagged as legacy content. not sure why

legacy content is content that is not currently available to buy directly through the store. Riot has a 'legacy vault' that has all of that content that they only open in large amounts for special events such as snowdown and other yearly specials. basically the only way to get that content is through chests (if you are lucky enough) or during said events
