Does buffing and nerfing a champ always have to be based on how good they are in professional play?

I mean, I love Azir and in my elo, he is perfectly fine (Silver, lol), even in plat or diamond he is fine. He is pretty decent when it comes to average gameplay, but in professional play hes op (high pick rate and high win rate). I seriously don't like how Riot still considers to nerf him despite being overall decent in casual play. I just recent bought a skin for him since hes so fun to play. And there is people like Evelynn, where sometimes i'm confused why she gets nerfed. She is barely played at all too. I just wondering how Riot would nerf and already ok champion. He was perfectly fine until pros started to play him. He was underestimated on release.

They nerf and buff Champions based on whatever the highest pros command of them

Azir is on the watch list because he can be really oppressive. His zoning is over a long duration and has lots of options to use it for. Sorry to say this, but Azir is actually on the strong end of the mid lane spectrum.

azir isnt really fine outside of competitive play

He has the second lowest win rate in the game and since his nerfs even people with experience with him barely win 48% of the time

There should just be two different patch sets, one for competitive and one normal people

Yes, pros show the true power and potential of a champion therefore balancing around them allows riot to adjust according to their strengths. Any Elo below master is low Elo and shouldn't be looked at for balancing
