How come ADC can achieve 40% CDR so easily when their primary need is crit and ad whereas mages rely on AP, Mana and CDR. The only option i see to get 40% CDR on a mage is to buy a mana item (

I run 30% in runes alone lol. Only need 1 10% item or blue buff to cap out.
...You literally just pointed out a build path ( or ; ) that gets mages to 30% CDR easy. Figure it out from there.
The reason you don't get piss easy itemization for AP and CDR is because mages are supposed to hit like a truck with their abilities, not mindlessly spam them.
Your abilities do a lot more=your abilities cooldowns should be longer.
Meanwhile you guys get piss easy cooldown itemization with morellos and lucidity boots. You know what an adc has to buy for CDR?
Essence reaver, rapidfire, and then trinity force (unless they want to buy lucidity boots which aren't really effective on adcs).
The only adcs that generally incorporate a 40% CDR build is ezreal. Items that offer CDR that you are probably talking about (like deaths dance and black cleaver) are never built on adcs.

Runes
Not a single mana item....... However might not be the best buys on some champions
5% runes mastery tree is 10 moro and lichbane and bam you have what you need
because all assasin ad items(death's dance, youmuus, blackcleaver, essence reaver) gives cdr, while rito wish mage mains to buy cdr runes.
Champions that don't use mana need some CDR items too.
Scaling CDR Glyphs and 1 Scaling CDR Quint provide 20% CDR at level 18.
Get a single 20% CDR item (i.e. Morellonomicon) and you are capped.
You lose 12 MR and 5AP, but that's generally not significant enough to matter. Though, keep in mind that my main mid-laners (Viktor, Orianna, Ziggs, and Lux) are quite capable of playing and farming safely and have other defensive tools in their kits.
